A RESOLUTION

ABOLISHING FOUR CITIZEN ADVISORY COMMISSIONS AND CREATING AN "ADVISORY COMMISSION FOR AN INCLUSIVE COMMUNITY."

WHEREAS, there currently exist four ad hoc citizen advisory committees within the City of Lakewood which are the Senior Citizen Advisory Commission; the Heritage, Culture & the Arts Commission; the Commission on Cultural Diversity and Human Relations; and the Youth Commission; and,

WHEREAS, the City Council directed the Director of the Mayor and City Manager's Office to lead a team that would examine the current use of advisory commissions and make recommendations back to City Council as to how to enrich the experience of those serving as a citizen volunteer as well as how to make the citizen advisory groups more useful to Council; and,

WHEREAS, as a result of examining the current status of advisory commissions it has been determined to abolish the four current advisory commissions and create an Advisory Commission for an Inclusive Community; and,

WHEREAS, Section 4.5 of the Lakewood Charter provides that City Council may create or abolish citizen advisory committees by resolution.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, Colorado, that:

SECTION 1. The following citizen advisory committees are hereby abolished: the Senior Citizen Advisory Commission; the Heritage, Culture & the Arts Commission; the Commission on Cultural Diversity and Human Relations; and the Youth Commission.

SECTION 2. There is hereby created a citizen advisory commission called the Advisory Commission for an Inclusive Community.

SECTION 3. The Advisory Commission for an Inclusive Community shall be composed of 60 appointed commissioners and shall consist of nine sub-committees which shall meet on an as-needed basis. The nine sub-committees are:

Parks, Trails and Open Space
Public Arts and Culture
Environment
Historic Landmark
Youth
Seniors
Neighborhoods
Business
Diversity Education

SECTION 4. The Advisory Commission for an Inclusive Community shall meet monthly, unless cancelled for cause by a vote of the Executive Committee. The Executive Committee will consist of one representative from each sub-committee. The Commission, as a whole, will elect a Chair, Vice Chair and Secretary from the Executive Committee. The Executive Committee will work closely with the Commission Coordinator/Advisor for assignments and guidance on Council requests for advice.

SECTION 5. The Executive Committee shall relay Council assignments to each sub-committee and ensure appropriate action/follow-up. At least one member of the Executive Committee shall attend each regular meeting and study session of the City Council in order to better understand the policy group that they are advising. The Executive Committee shall prepare and present an annual report to City Council in January of each year at a televised City Council meeting and shall create an annual operating budget based on funding level provided by City Council.

SECTION 6. The City Council shall have the authority to create or abolish sub-committees of the Advisory Commission for an Inclusive Community, as needs change, by resolution.

SECTION 7. City Council shall review the status and operation of the Advisory Commission for an Inclusive Community six months after the first meeting of the Advisory Commission for an Inclusive Community.

INTRODUCED, READ AND ADOPTED by a vote of 8 for and 2 against at a regular meeting of the City Council on September 10, 2007, at 7 o'clock p.m. at the Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
