A RESOLUTION
FOR APPROVAL OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LAKEWOOD, REGIONAL TRANSPORTATION DISTRICT AND UNITED STATES GENERAL SERVICES ADMINISTRATION
WHEREAS, on August 22, 2002 the Mayor of Lakewood, the General Manager of the Regional Transportation District and senior mangers from the United States General Services Administration and their respective staff met to conclude a collaborative process that resulted in the development of a transit-friendly master plan for the Lakewood Urban Center to be located in the Denver Federal Center; and
WHEREAS, a result of that process the parties have decided to use their best efforts to collectively move forward with the formulation and implementation of the Lakewood Urban Center Master Plan; and
WHEREAS, the parties agree to use the Lakewood Urban Center Master Plan as an appropriate vision to guide the future development of the site; and
WHEREAS, the parties agree to develop and sign a Memorandum of Understanding (MOU) expressing their intent to work together to guide the formulation and implementation of the Lakewood Urban Center Master Plan; and
WHEREAS, the parties agree to place a priority on adopting the Urban Center Master Plan within the appropriate framework of each agency; and
WHEREAS, the parties will form an "implementation committee" and continue to explore appropriate strategies for implementation; and
WHEREAS, the parties agree to work together proactively, to manage the positioning, public "unveiling" and the political dynamics of the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, Colorado, that
SECTION 1. The City of Lakewood will take the lead in preparing the first draft of the Memorandum of Understanding and circulate it to the Regional Transportation District and the United States General Services Administration.
SECTION 2. The Mayor will prepare a letter on joint stationary expressing the parties collective resolve to move forward on the master plan and development of the site.
SECTION 3. The City of Lakewood will take the first step with moving to adopt the plan as part of their comprehensive plan.
SECTION 4. The Mayor is hereby authorized to sign and directed to work toward the formulation and implementation of the Lakewood Urban Center Master Plan Memorandum of Understanding.
INTRODUCED, READ AND ADOPTED by a vote of 10 for and 0 against at a regular meeting of the City Council on October14, 2002, at 7 o'clock p.m. at Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
