A RESOLUTION

AUTHORIZING FUNDING FOR A NEW POLICE TECHNOLOGY SYSTEM TO INCLUDE COMPUTER AIDED DISPATCH (CAD) RECORDS MANAGEMENT (RMS), COURT ADMINISTRATION AND MOBILE REPORTING MODULES

WHEREAS, Section 3.04.085 of the Lakewood Municipal Code requires that any capital improvement construction project five hundred thousand dollars ($500,000) or over receive the approval of the department head or his designee, the City Manager or his designee and City Council.

WHEREAS, the Lakewood Police Department, based upon chronic safety related problems with its police technology systems and following the recommendations of two separate consultants, determined its current, outdated technology system no longer adequately met its requirements and needed to be replaced by a more reliable, modern, integrated public safety system; and

WHEREAS, in November of 2000, the Lakewood Police Department entered into a contract with an experienced, independent Police Technology consultant to aid in the identification and selection of a vendor to provide a reliable technology system; and

WHEREAS, after an extensive, competitive selection process that included proposals from 10 separate vendors, the Lakewood Police Department identified Intergraph Public Safety as the vendor with the best, most cost effective system; and

WHEREAS, the Lakewood Police Department has estimated the total project cost to include system hardware, software, and wireless infrastructure, not to exceed $5,500,000; and

WHEREAS, the City Council has determined that it is necessary to make capital expenditures to acquire, expand and equip such technology systems.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, that:

SECTION 1. Project Description; Maximum Amount of Obligation.
The Council intends to make capital expenditures for the purpose of acquiring, expanding and equipping the Police Technology Systems to include a Computer Aided Dispatch, Records Management, Court Administration and Mobile Reporting System. The maximum principal and interest of obligations for the project is expected to not exceed $5,500,000.

SECTION 2. The City Manager is hereby authorized to approve the expenditure of an amount not to exceed $5,500,000 for an integrated Police Technology system.
SECTION 3. The City Treasurer is hereby authorized to make payment to the various vendors involved in this project in accordance with the terms and conditions of said project.

INTRODUCED, READ AND ADOPTED by a vote of 8 for and 0 against at a regular meeting of the City Council on April 22, 2002 at 7 o'clock p.m. at Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
