A RESOLUTION

ESTABLISHING PROJECTS AND PROJECT FUNDING LEVELS IN THE 2002 ONE YEAR ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM

WHEREAS, the City of Lakewood as an "entitlement community " receives Community Development Block Grant funds and as a "participating jurisdiction" receives Home Investment Partnership program funds; and

WHEREAS, these CDBG and HOME funds are appropriated by the U.S. Department of Housing and Urban Development (HUD) and the City Manager or his designee as the official representative is authorized to submit documents and assurances as may be required to administer the programs and expend the funds; and

WHEREAS, on January 7, 2002, City Council endorsed Lakewood's One Year Action Plan as summarized in Policy Report No.2002-1, which identifies programs recommended for funding based on community needs and priorities; and

WHEREAS, the City of Lakewood certifies that:

1. The programs identified are eligible for funding and address required national objectives for the CDBG and HOME programs;

2. Lakewood has followed a detailed citizen participation plan which provides for and encourages citizen participation and provides citizens with reasonable and timely access to local meetings, information and records relating to the City's use of CDBG and HOME funds; and

3. Lakewood has developed a One Year Action Plan for the projected use of funds so as to principally benefit low- and moderate-income persons, address identified community development and housing needs, and aid in the prevention or elimination of slum or blight.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, that:

SECTION 1. The Mayor and City Council hereby endorse the projects listed in Table A be funded in the 2002 Community Development Block Grant and Home Investment Partnership Programs.
