Notice is hereby given that the City of Lakewood, Colorado will receive sealed proposals for RFP No. 3711 for:
TURN-KEY MICROWAVE INSTALLATION IN ACCORDANCE WITH CITY SPECIFICATIONS. 
The City of Lakewood is requesting a turn-key microwave installation between its Mount Morrison and Green Mountain transmitter sites to provide a ring configuration microwave infrastructure for increased reliability of, and for, public safety radio (voice and data) communications.  
The selected vendor will be responsible for path studies, coordination and licensing of new frequencies and/or license modifications necessary for the new radio installations; for site preparation; the installation and placement of the equipment, power system, cabling, cable trays, grounding, and antenna; and for any building permits as required. 
The selected vendor will be required to deliver all items and service by November 17th, 2014.

Notice is hereby given that the City of Lakewood, Colorado will receive Sealed Bids for BID No. 3718 for:
BEAR CREEK LAKE PARK 2014 TRAIL REPAIR IN ACCORDANCE WITH CITY SPECIFICATIONS. 
PROJECT DESCRIPTION: This project will remove and replace approximately 4,200 lineal feet of ten foot wide, four inches thick concrete bike path within Bear Creek Lake Park. The new path will be six inches in depth. The successful bidder will provide all material labor and equipment to remove and dispose of existing material, prepare subgrade, form, place and finish new path, provide storm water management and traffic control, and restore areas affected by the project. 
Project is to be completed within Seventy Five (75) calendar days from the date of Notice to Proceed.
A pre-bid meeting will be held onsite to review and discuss the project on August 14, 2014 at 10:00 A.M. onsite at the Bear Creek Lake Park Visitor Center located at 14620 West Morrison Road, Lakewood, CO 80227.

Notice is hereby given that the City of Lakewood, Colorado will receive sealed proposals for RFP# 3709 for:
CAR WASH SYSTEM LEASE FOR THE DEPARTMENT OF COMMUNITY RESOURCES IN ACCORDANCE WITH CITY SPECIFICATIONS. THIS LEASE WILL INCLUDE ONE BRUSHLESS SYSTEM, SOAP, CHEMICALS AND MAINTENANCE.

2013 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) 
AND HOME INVESTMENT PARTNERSHIPS (HOME) CONSOLIDATED
ANNUAL PERFORMANCE AND EVALUATION REPORT
The City of Lakewood has prepared a performance report, which evaluates overall progress in addressing priorities and specific objectives identified in the Consolidated Plan and One Year Action Plan for the 2013 Program Year. The report summarizes CDBG and HOME project accomplishments and provides a financial summary of the 2013 CDBG and HOME programs. The City invites public review of this document beginning August 14 – August 29, 2014. The Annual Performance and Evaluation Report is submitted to the Department of Housing and Urban Development (HUD) in accordance with program regulations. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Lakewood.

To All Interested Agencies, Groups And Persons:
On or about August 22, 2014, the City of Lakewood, Colorado will submit a request to the U.S. Department of Housing and Urban Development for release of federal funds under the Community Development Block Grant, Title 1 of the Housing and Community Development Act of 1974, as amended, to be undertaken for the following project:
Project 
Title: City of Lakewood 2014 Pierce Street Sidewalk Installation
Purpose: Installation of a missing link of sidewalk on Pierce Street, just north of Colfax Ave.
Location: The project is located on the east side of Pierce Street, along the west side of JCRS, from just north of Colfax Ave to just north of 16th Ave. 
Estimated 
Cost: $150,000 in CDBG funds from the City of Lakewood.
Project Description:
Funds from the City of Lakewood will be used for costs related to the construction of 570 lineal feet of sidewalk.  Project costs will include design and construction.
Finding of No Significant Impact
The City of Lakewood has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  An environmental assessment of this project was completed and it was determined that there would be no significant impact to the environment.  Additional project information contained in the Environmental Review Record (ERR) is on file with the City of Lakewood in the Planning Division at the above address.  The ERR is available for public examination and copying at this location weekdays from 8am to 5pm.
 
Public Comments on Findings
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the City of Lakewood.  All comments received by August 22, 2014 will be considered by the City of Lakewood prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.
Release of Grant Funds
The City of Lakewood certifies to the U.S. Department of Housing and Urban Development (HUD) that Roger Wadnal, Comprehensive Planning & Research Division Manager for Lakewood, in his official capacity, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Lakewood to use Program funds.
Objections to Release of Funds
The U. S. Department of Housing and Urban Development (HUD) will accept objections to its release of funds and the City of Lakewood certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Lakewood;(b) the City of Lakewood has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedure in 24 CFR Part 58, and shall be addressed to U.S. Department of Housing and Urban Development, Region VIII Office, 8 ADE, 1670 Broadway Street, Denver, Colorado 80202-4801.  Potential objectors should contact HUD to verify the actual last day of the objection period.
